FULL JOB DESCRIPTION
As a Payroll Services Advisor at HM Land Registry, you will support the Payroll Services Manager in overseeing the organisation’s outsourced payroll service, ensuring that all colleagues are paid accurately, on time, and in line with statutory, business and thirdparty requirements. You will be a key point of contact for payroll queries, provide guidance to stakeholders, and contribute to continuous improvement initiatives that enhance payroll processes across HR and the external payroll provider. This role is ideal for a proactive, detailfocused payroll professional who enjoys problemsolving, building strong working relationships and working collaboratively in a large, complex organisation.
Your Responsibilities include:
• Monitor and maintain strong controls over the quality and accuracy of the outsourced payroll service, ensuring obligations to colleagues, HMRC, Civil Service Pensions and other third parties are consistently met and that service level agreements are achieved or exceeded.
• Support valueformoney delivery from the managed service by identifying and helping implement opportunities for continuous improvement across HR and the payroll supplier.
• Assist with the completion of monthly pay overs to HMRC, Civil Service Pension schemes and other thirdparty providers, including reconciliation, record keeping and timely resolution of discrepancies with the outsourced provider.
• Develop a detailed understanding of how the Fusion HR system transfers data into the payroll process and use this knowledge to support accurate payroll outputs.
• Carry out monthly checks on HMRC online accounts to verify the accuracy of payroll submissions, investigate variances and resolve issues within the relevant pay cycle.
• Undertake payroll reconciliation activities relating to thirdparty deductions, statutory orders and staff benefits, maintaining clear audit trails.
• Create and maintain clear payroll process documentation, user guidance and training materials to support colleagues and endusers in understanding payroll rules and procedures.
• Act as an escalation point for complex or sensitive payrollrelated queries, providing clear, timely and customerfocused advice to managers, HR colleagues and staff.
• Contribute to pay revisions, pension interface work and payrollrelated systems projects, helping to drive efficiency, compliance and improved user experience.
Work Schedule
This is a parttime position of 22.5 hours per week, worked Monday to Friday to provide consistent support to the payroll process.
The role operates within HM Land Registry’s hybrid working model, with the post holder expected to spend at least 60% of their working time in the Nottingham office while also having some flexibility to work remotely when business needs allow.
Occasional evening or weekend working may be required during key system upgrades or emergency repairs to maintain service levels, and there may be some travel to supplier sites, other government departments or HM Land Registry offices.
You Will Have
• Experience of handling payroll within an HR and/or clientfacing environment in a large, complex organisation.
• The ability to clearly explain payroll processes, pay rules and procedures in a way that staff and a variety of endusers can easily understand.
• Strong analytical skills, with the ability to track and resolve payroll issues methodically and apply critical thinking to identify suitable solutions.
• Effective time management skills, including the ability to organise and prioritise your own workload and meet deadlines in a fastpaced environment.
• Good IT literacy, including confident use of Microsoft Office tools and at least basiclevel Excel, with the ability to work with payroll data accurately.
• Selfmotivation and a commitment to taking responsibility for your own learning and development.
• A positive, adaptable approach, with the ability to react constructively to change and support colleagues through process or system improvements.
Requirements
• Essential experience of handling payroll in an HR and/or clientfacing environment within a large, complex organisation.
• Competence in analysing payroll data, identifying discrepancies and resolving issues in a systematic way.
• Ability to describe payroll processes and pay rules clearly to nonspecialists and varied endusers.
• Computer skills including basic level Excel and confident use of a range of relevant IT tools such as Microsoft Office.
• Effective time management skills and the ability to organiseand prioritise your own workloads.
• Evidence of selfmotivation, ownership of personal development and a positive response to change.
• Chartered Institute of Payroll Professionals (CIPP) membership or a relevant payroll qualification.
• Knowledge of Fusion Oracle HR and payroll systems.
• Ability to use Excel to at least an intermediate level and proficiency with other MS Office tools.
• Experience of processing payroll transactions and writing user guides, instructions and documentation.
