FULL JOB DESCRIPTION
Purpose of the Role:
To lead the strategic development, delivery, and evaluation of community welfare programmes that support vulnerable individuals and families. The postholder will set service standards, ensure safeguarding compliance, and manage partnerships with statutory, voluntary, and community sector agencies. This is a senior, degree-level position requiring professional expertise and leadership experience.
Duties & Responsibilities:
Programme Leadership: Design and oversee the implementation of community welfare initiatives, ensuring they align with statutory guidance, national standards, and organisational objectives.
Policy Development: Produce and maintain policies, procedures, and quality frameworks; conduct audits and programme evaluations to drive continuous improvement.
Safeguarding Oversight: Act as lead safeguarding officer for the service, managing complex cases and ensuring compliance with relevant legislation and safeguarding frameworks.
Stakeholder Engagement: Build and maintain relationships with local authorities, NHS bodies, educational institutions, and voluntary organisations; chair multi-agency working groups and forums. Staff Supervision: Provide professional leadership, mentoring, and training to staff delivering welfare services.
Reporting & Governance: Prepare performance reports for senior management and commissioners; manage programme budgets and work plans in line with funding and contractual requirements.
Required Qualifications, Skills & Experience:
Essential:
-Degree in Social Work, Community Development, Public Health, Social Policy, or a closely related field or substantial equivalent professional experience at a senior level.
-Proven experience in leading welfare programmes or services at a strategic and policy level.
-In-depth understanding of safeguarding legislation, welfare policy, and multi-agency service delivery.
-Strong analytical skills with the ability to evaluate data and produce high-quality reports. -Excellent written and verbal communication skills with experience of influencing senior stakeholders.
